ROLE PURPOSE:

SCI is implementing a project in Hatay and Adıyaman that includes MHPSS, Education, and CVA activities through three partner organizations. The project aims to enhance access to education for out-of-school children or those at high risk of dropping out, assist children facing barriers to educational opportunities, and support boys and girls with disabilities. It also includes a component focused on building partner capacity. SCI is seeking an experienced Project Coordinator to lead this initiative.

Reporting to the Project Manager, the Project Coordinator will serve as the primary point of contact for the project, working closely with partners and relevant stakeholders. In this role, the Project Coordinator will act as the liaison between partners and other stakeholders, providing technical support and facilitating partner activities. The position also involves overseeing the project’s implementation, guided by the Project Manager, and developing necessary tools to support this process. Additionally, the Project Coordinator will be responsible for facilitating data collection, enhancing partner capacities, delivering stakeholder training, and managing monitoring processes to ensure the project’s quality, efficiency, and effectiveness.

 

SCOPE OF ROLE:

Reports to: Project Manager

Staff reporting to this post: Project Officers, allocated staff by PM

 

KEY AREAS OF ACCOUNTABILITY:

 

Program Management

  • Support the Project Manager overseeing implementation of project activities ensuring that services are delivered on time and in compliance with donor regulations
  • Liaise with other team members, specialists and project partners to ensure that there is a harmonized and standardized approach of the technical requirements for implementation.
  • Work with the partner and the project team to ensure that the program is implemented in ways responsive to communities, partners and children in line with SC’s principles, values and strategic plan and compliant with SC’s procedures
  • With supervision of the Project Manager, MEAL and inputs from the partners and other relevant sectors, facilitate the development of monthly work plans in line with the detailed implementation plans including distribution schedules of program inputs in line with program logistics/supply capacity
  • In coordination with the Project Manager and other Technical Coordinators and the partners, develop weekly work-plans and follow up with team members regularly to ensure that activities are on track
  • Support the MEAL team in monitoring program progress against programmatic targets, and advise the Project Manager in making  adjustments to program implementation as necessary
  • Coordinate and collaborate with other key stakeholders, such as UNHCR, UNICEF, formal service providers and I/NGOs, to ensure a holistic approach while addressing of barriers to education.
  • Collaborate primarily with PDoNE and other public authorities as well as welcome applicants and referrals though other (l)NGOs, district governors, community leaders (mukhtars), school counsellors and teachers.

 

Needs Analysis and Program Design:

  • Support the implementation of required needs and capacity assessments to identify the immediate barriers to enhance access to education among those with special needs, bring children back to school, prevent significant risk of dropouts and/or increase learning outcomes in the school, and baselines and evaluations with a specific focus on the roll out of the efforts themselves. Provide inputs to the design as requested.
  • Be an active contributor to program design, proposal review, and strategy development.

 

Partner Coordination

  • With the supervision of the Project Manager:
  • Lead monitoring visits to the implementation locations together with the partners
  • Act as a focal point for communication with the partners and other stakeholders on the project activities at the implementation level
  • Support the identification of children in need of EAF
  • Lead/ facilitate planning for and provision of trainings for partners staff, other relevant stakeholders and/or volunteers
  • Work in close cooperation with PDONE on the district level; PDoNE’s Special Education Department to map the schools able to accommodate children with disabilities
  • Support on recruitment of project staff

 

Monitoring, Evaluation and Accountability and Quality

  • With support from the MEAL Officer
  • Conduct regular meetings with the partners and provide technical guidance according to requirements and plans then report back with the findings to the Project Manager and program specialists
  • Actively monitor program activities, ensuring quality of Save the Children’s program,
  • reporting and flagging concerns to Project Manager and specialists
  • Work with MEAL Officer and Technical Coordinators to ensure appropriate, timely and accurate data collection against agreed indicators to enable both internal and external reporting
  • Supervised by the Project Manager, work with the MEAL team, and the partners to identify and incorporate project suitable accountability mechanisms
  • Lead discussions with communities and beneficiaries on program design and project review
  • Ensure that communities are regularly involved in all phases of the programming.

 

Partner and staff Management, Mentorship, and Development

  • Ensure that all project staff understand and are able to perform their roles. Identify development needs
  • Support the Project Manager and MEAL to establish performance management of all project staff through effective use of the Performance Management System including the establishment of clear, measurable objectives, on-going feedback, periodic reviews and fair and unbiased evaluations.
  • Provide regular coaching and mentoring on technical and skill development and refinement to SC’s partners.

Representation & Advocacy

  • Regularly coordinate and collaborate with other program teams and partners to strengthen programmatic synergies and impact for children
  • When requested by the Project Manager, act as the focal point for any required problem-solving partners may be facing, in liaison with the Education Specialist and the Project Manager.
  • When requested by the Project Manager, represent SCI in external meetings and/or the coordination mechanism and partners.
  • Liaise with the PDoNE for selection of schools and be the SC focal point for the school principals
  • Support the Project Manager to ensure integration across all technical areas within the project, including strong coordination with partners and support teams

EXPERIENCE AND SKILLS

Essential

 

  • At least 5 years of experience in the field of project implementation, planning (preferably education-focused services).
  • Experience in project management (e.g. monitoring, reporting)
  • Previous experience in working in coordination with government departments and local authorities (preferably previous working experience with MoNE).
  • 2 years experience in partner management and relations
  • A minimum of education in BSc/BA/BEng level preferably in Educational Sciences, but other fields such as Social Sciences, Development Studies or similar can also be relevant, or equivalent field experience.
  • Experience of and commitment to working through systems of community participation and accountability.
  • Ability to write clear and well-argued assessment and project reports.
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy.
  • Able to work independently as well as in team to ensure timely results of high quality.
  • Capacity and willingness to be flexible in difficult working circumstances.
  • Able to travel to field sites where necessary.
  • Commitment to and understanding of child rights, the aims and principles of Save the Children, and humanitarian standards such as the Sphere Charter and the Code of Conduct
  • In particular, a good understanding of the Save the Children mandate and child focus and an ability to ensure this continues to underpin our support.
  • Strong communication (written and spoken), and interpersonal skills in English and Turkish, with experience in working with multicultural teams

 

Desired

  • Knowledge and/or previous experience in providing/organizing trainings or capacity building programs for partners
  • Postgraduate level qualification in Education, Social Sciences, Psychology, Social Work, or Development Studies.

 

 

Position holder will be based in Hatay with frequent travels to other cities, therefore legal right to work in Türkiye is necessary at the time of application.
